Is there a simple Wiki that doesn’t use a database, but which uses syntax like MediaWiki? (eg. like Wikipedia)
I want to host it locally on my PC, but have it hosted as an HTTP webserver on a specified port.. so it can be accessed externally.

I personally use a WAMP/LAMP server that lets me host my own MediaWiki because it provides a MySQL Database.
But in regards to your question, you probably want to check: http://www.wikimatrix.org/ to find an install that uses
files
instead of adatabase
. There are actually a lot.

You could try DokuWiki. It is a flat file wiki that is targeted towards documentation storage. They also have a version that can be run from a USB key.
